NATIONAL QUALITY CONCLAVE

Extraordinary Quality Starts With Technical Competence, Quality Systems, and Compliance with international standards

TRANSFORMING "MADE IN INDIA" INTO A SYMBOL OF GLOBAL TRUST, RELIABILITY, AND CONSISTENCY

The National Quality Conclave (NQC) Series 1, organized by the Department for Promotion of Industry and Internal Trade (DPIIT) in partnership with the Quality Council of India (QCI), marks the formal launch of a sustained national quality movement. Grounded in comprehensive field evidence from the Gunvatta Manthan initiative, the project addresses critical regulatory, infrastructure, and skill gaps across India’s manufacturing value chain. By shifting the focus of quality from a post-production compliance requirement to a core production capability, the NQC empowers Indian manufacturers to consistently meet and exceed global benchmarks. This initiative is essential for driving export growth and supporting the overarching vision of Viksit Bharat 2047.

ACTION AGENDA & DELIVERABLES

The National Quality Conclave (NQC) – Series 1 is a sustained national quality movement jointly spearheaded by the Department for Promotion of Industry and Internal Trade (DPIIT) and the Quality Council of India (QCI). Moving away from traditional, one-off events, this initiative is designed to embed quality as a core production capability across India’s manufacturing ecosystem. By matching and exceeding global benchmarks, NQC directly empowers the “Made in India” brand to drive export growth and support India’s long-term developmental vision.

Prior to the core validation sessions on 22–23 February 2026, QCI teams executed an exhaustive, bottom-up diagnostic field immersion. This “Gunvatta Manthan” captured granular shopfloor realities and ecosystem bottlenecks firsthand.
  • 25,000 km covered across major manufacturing hubs
  • 1,123+ Stakeholders engaged in dual-track consultations
  • 221 Institutions evaluated on the ground
  • 26 Industrial Clusters thoroughly mapped
  • 886 In-sighting Hours of intensive field evidence collection
The initial phase focuses on four sectors that serve as critical economic, export, and employment engines for the country:
  • Textiles: Modernizing localized process controls and addressing steep international compliance barriers.
  • Footwear: Upgrading regional testing capabilities and implementing standardized baselines.
  • Leather: Driving sustainability tracking, green manufacturing models, and global market parity.
  • Pharmaceuticals: Integrating advanced, systems-based quality frameworks aligned strictly with global ICH Q8, Q9, and Q10 standards.
Strategic Theme Ecosystem Challenge Proposed Digital & Physical Interventions
SOPs & Compliance High compliance burdens; repetitive audits. Digital sector-wise SOP repositories; single-window compliance interfaces for “Compliance by Design”.
Market Access Distant buyers; unaligned export standards. B2B buyer-seller integration platforms; maximizing FTA utilization; building a trace-based Brand India narrative.
Testing Infrastructure Distance delays; high sample transit costs. Cluster-based common testing facilities; fast-tracked NABL accreditations; mobile testing units.
Ecosystem Enablers Unrecognized sustainability practices. Shared green infrastructure investments (e.g., CETPs); Green Cluster Certification models.
Skilling & Capacity Shopfloor operator skill gaps. “1 Cluster–1 Training Centre” approach; hybrid (virtual + hands-on) modules anchored by Master Trainers.
